 Strategy for Human Resources development

a. Goals:
-    To strengthen the organizational structure of the Institute towards streamlined, specialization, and to expand the autonomy of the units.
-    To standardize research staffs, professional personnel staffs, consultancy and transfer technology staffs.
-    To develop the potential facilities of the Institute to reach the level of good to advanced in the region in 2020.
b. Solution:
&bull    To strengthen the organizational structure:
To professionalize of the units into three blocks: (i) Block of functions and operations, (ii) block of research and (iii) block of consultancy, production and business.
-    For block of functions and operations: arranging towards streamlined and having a financial mechanism to encourage staffs working.
-    For block of research: Forming research groups on key areas: water resources, climate change, irrigation, environmental technology, environmental management, irrigation system modernization.
-    For block of consultancy, production and business: creating maximum autonomy and development toward the business form to improve economic management, business and product marketing.
&bull    To develop high quality human resources toward specialization:
-    Building own professional and foreign language standards appropriate to each subject staff: scientists, consultancys and transfer technology, production, business, and personnel staffs. The recruitment, training, arrangement, assessment of staff capacity is implemented strictly according to the specific criteria.
-    Attracting, detecting, training and supporting staffs who have capacity to become the key scientists of the research team. The institute will strongly reduce number of staff who does not meet the requirements. By 2020, it is ensured that each team has at least one qualified staff doctor, 50% have master or higher degree, 100% research staff can work in English.
-    Attracting international experts to work at the Institute and staffs of the Institute who are practicing and working in foreign research institutes through bilateral and multilateral cooperation programs and projects and volunteer programs.
-    Staffs for consultancy and transfer technology, production and business, personnel are recruited, trained and arranged according to the needs.
-    Training, enhancing management capability, innovation capability, professional skills for management staffs. It is compulsory requirement for personnel staffs to professional certification in their assigned charge. Consideration the appointment and dismissal of managers and professional staffs is routine and necessary in the process of building and development the IWE.
-    The IWE will guarantee the income and have appropriate remuneration for managers and professional staffs.
-    The IWE will conduct staff evaluations regularly basing on specified criteria in the regulations on recruitment, training and using staffs.
&bull    To build gradually facilities and equipments and enhancing research facilities in line with international standards
-    The IWE will plan and consolidate the office to ensure spacious, modern to appropriate with the requirements of a scientific organization, creating a favorable environment for staffs working.
-    The IWE with prepare the experimental scheme for irrigation and environment basing on international standards for basic research and experimental research.
-    The IWE will improve equipments, software and research facilities to meet the demand from projects of enhance equipments and from the accumulated budget of the Institute.
-    The IWE will develop a database of science and technology, especially information technology of the world.
    . Strategies on Science and Technology
Overall Goal is building the Institute to became a strong scientific and technological research unit in VAWR
Objectives for each area:
-    Water Resources and Climate Change: Resolving issues associated with water resources and climate change in the country developing activities on water resources management and climate change becomes strengths of the Institute to solve the needs of domestic and global issues.
-    Irrigation, drainage, soil improvement and water supply: to solve problems of modernization, to diversify objectives of irrigation structures and rural water supply.
-    Environment: To solve problems of rural environment, striving to solve problems of urban and industrial environment.
Orientation:
Water resources:
-    Management of integrated water resources uniforms across river basin, ensuring sustainable development.
-    Research measures to protect water resources against degradation of water such as scarcity and pollution
-    Research the impacts of climate change, sea level rise as scenarios on the situation of socio-economic of key economic areas.
-    Manage and prevent the damages caused by water resources such as flood, drought, salinity, etc.
-    Apply high technology in monitoring water resources.
Irrigation and land improvement and water supply:
-    Applying irrigation technology for high-tech agricultural production.
-    Modernizing the irrigation system to meet the requirements of industrialization, modernization and climate change adaptation.
-    Supplying water, environmental sanitation for rural area.
Environment:
-    Monitoring and warning the environmental pollution.
-    Applying environmental treatment technology of rural and craft villages.
-    Scientific basis to build mechanisms and policies, norms and technical standards for the field of environmental management in service sector
Solution:
-    Actively participate in scientific and technological programs at Ministerial and State level in proposing project, selecting of organizations and individuals to be chief of projects.
-    Promote the application of information technology and computational model in research build databases of scientific research in the research fields of the Institute.
-    Link to international and organizations and scientists in the implementation of research projects to train staffs and improve research quality.
-    Propose and participate in collaborative science - technology projects between Vietnam and other countries in the region and the world.
-    Mass human resources to create technology products and devices that are capable for commercialization.
-    Strengthen the management of monitoring the research activities to improve the research quality to reach the international level by 2020 to have encourages mechanisms for the research results that achieve awards or are published in scientific specialized international journals.
    Strategies on business and technology services
Objectives:
-    Develop the Institute to be an organization that has network reputation on science-technology and business-production services in the field of water resources, irrigation and environment.
-    Raise the proportion of contribution of science-technology and business-production services to 50% of total revenue of the Institute.
Orientation:
Focus on developing key technologies, including advanced technology with high scientific content that influence the modernization of agriculture and rural development such as:
-    Collecting and storage water against desertification.
-    Modern and saving water irrigation technologies
-    Technology of water treatment for domestic use using nano materials
-    Garbage and wastewater treatment technology
-    Technology of irrigation systems management toward modernization.
Solution:
-    To develop mechanisms for science-technology and production-business activities towards expansion the autonomy to enhance competitiveness.
-    To improve the quality of consultancy and transfer technology by implementing the regulations on management of economic contracts, construction and deploying process of quality management basing on ISO standard.
-    To perfect the technologies and equipments those are capable for commercialization. To organize introducing, marketing and advertising activities for technology products of the institute.
-    To implement the production projects testing nano-filtration equipment, water saving irrigation equipment.
-    To collaborate with other international and domestic organizations, enterprises in services of science and technology, consulting, production and business.

    Strategy on International Cooperation
Objectives:
-    To access to standards of science - technology of the world.
-    To implement the international cooperative programs and projects to enhance capacity and increase revenue for the Institute.
Orientation:
-    International cooperation activities focus on several global areas such as:
-    Integrated water resources management
-    Climate change
-    Ecological Environment
Solution:
-    To access quickly to scientific and technological achievements in the field of water resources and environment of the world in the context of integration in accordance with the development requirements of Vietnam.
-    To renew the international cooperation mechanisms, expanding the autonomy and having policy mechanisms to encourage units and individuals on international cooperation.
-    To contact with other international organizations to find and implement bilateral cooperation research projects. Initiative in proposing international cooperation projects and programs to VAWR and MARD to find funding and implementing activities of international cooperation, focusing on certain interested areas of the world such as climate change, water resource management, ecological environment protection, prevention of desertification.
-    To expand cooperation with science and technology organizations in and outside the region including: research and training organization, non-governmental organizations, funds and other financial institutions to implement research activities research and enhance capacity, joint ventures and link with foreign firms in consulting, manufacturing, business.
-    To enlist the cooperation relations with the outside of the two organizations that have office at the Institute (Standing Office of Steering Committee action plan to adapt to climate change of Ministry of Agriculture and Rural Development and the Vietnam Water Partnership) to search, host and participate in implementing projects, and international training programs related to areas of the institute.
-    To expand gradually the scope of activities to other countries in the region and beyond, especially the countries of Indochina and Africa to attend South-South cooperation program by the United Nations.
     Strategy on Finance
Objectives:
-    To ensure autonomy on finance
-    To ensure on competitive income level for staffs.
-    To have accumulated capital for development of the Institute activities.
Solution:
-    To develop and implement internal spending mechanisms towards Decree 115.
-    To actively seek funding sources from domestic and abroad to develop infrastructure and improve facilities for the Institute.
-    To increase proportion of service revenues from science, production and business.
-    To maximize of facilities and resources to increase revenue for the Institute.
-    To manage effectively the financial resources of the Institute towards the mechanisms of financial management of enterprises.
-    To develop financial mechanisms to encourage and attract talented staffs.
